A private hire vehicle: what is it?

 Most people refer to private hiring cars as "mini-cabs." A Private Hire Vehicles in Northfleet, can only be used for pre-arranged reservations; it cannot be hailed on the street. Before a license is granted, the car must pass a MOT test conducted by a vehicle examiner recognized by the Council.
